Usually i hardly come in globosapiens much nowadays, hence my slow reply to your post.
For hotels, if i were to choose between location and price, i'd recommend Hotel 81 in Bencoolen. The location is strategic cos it's in the city centre and you can walk to various areas.
I don't have any particular restaurant to recommend to you, but there are many at the shopping areas of city hall/marina square/suntec city, and orchard/somerset areas.
Bars- there are many in the areas of Boat Quay and Clarke quay along the singapore river.
