They are two hotel in Kyzyl. This one is the best and not expensive at all. The other one, in Lenin Square is somewhat dangerous (recently they robbed some american tourists from Mammouth Lakes, California).
It is close to the Yenisey river and the Central Asia monument. Walking to the Tibetan monastery will take you 10 minuts via the stadium.
