The proper forum for this question would be: http://www.globosapiens.net/forum/viewforum/000370000.html However... the reason for your dilema is not possible to repair at this moment. It results out of a incomplete geo database, where some countries (like Spain) do not have a province. We had to delete the provinces of spain, since they have not been in a proper relation to the cities. This is not an easy task to repair and it can't be done in the next ...lets say year.
