a town under the town:
Umbria is an Italian province without access to the sea. Thus pope Paul III. (16th cent.) thought it would be a clever idea to charge a salt tax there. Perugian citizens resisted and the so-called salt war broke out. After his victory the pope commanded to build a fortress on the streets and houses of the rebels. Over a hundred houses, as well as churches and monasteries were destroyed and used as building material and as substructures for the fortress. After having regained their independence during the 19th century the hated fortress was razed by the Perugians and covered with buildings for the provincial administration.
