Agadez - Niger, safe to travel?

Does anybody know the recent situation regarding safety? Can you recommend any reliable and inexpensive 4WD+driver rental agency in Agadez? Yes, at the moment it is safe but before they will allow you to go to the desert your local guide must obtain the permit containing details of your itinerary. And as a rule they do not go to the desert in the single car - two is minimum...
