charter from Egypt to Europe?

But one of my friends thinks about going overland to Egypt and finding there possibility to buy only return leg of the charter - to Europe. Is this possible? Who sells such tickets? There are many charters to the Red Sea resort towns but I have contacted numerous companies to see if they could fill Cairo > Europe > Cairo empty seats. They all reply they can not but never explain why. It is cheap for us to get to one of the cities all the charters fly too and it is hard to believe they always sell every seat.
