I don't think this is an error, per se, but today the ratings for reports and pictures seem more star-filled... are you rounding up, now?

you are right. I notices that there have been no 5 star reports left. If there was just one person downgrading a report the 5 star report is gone. The system now rounds the average values. This way the system refects more the average rating. I have noticed that there have been a couple of great reports rated 3 and 4 stars.
