This article talks about the slaughtering of many dogs in the Yunnan province in China. Just wondering if this would put anybody off from going to China ever again.

I would rather go there now than when there was a big risk of rabies. Rabies infected animals attack everthing.
Terrible though, the method of culling, unacceptable! Money and organisation and correct equipment are obviously not available. Even sadder is the hunt for the skins of seals in the Arctic using the same method!
Just like for bird flu where millions of chickens were gassed or suffocated to prevent a spread of the disease to western Europe, America and Africa, the killing itself is justified.
We travel to explore the complex globe, not one nation can say it is free of horrors. All humans have tresspassed and raped nature to some degree or another. By travelling we inform ouselvelves and report to the world that all may learn and then world gets a bit better every day.
On the lighter side, what must animals think us terrible dominating humans? See:
I'm vegetarian so the killing of any animals is horrible to me... but don't you think the continued campaign of slaughter and genocide against the Tibetan people should be highlighted as a reason not to go to china?
Besides, have you never seen a dog restaurent in China?
