Rongbuk - China, Tibet
Lungta is the Wind Horse. It is printed on a prayer flag. The horse is galloping across the sky spreading the teaching of Buddhism whenever the flags are blown by the wind.
It can also be found on small pieces of paper.

Are they Tibetan characters? Is there a connexion with Chinese or Birmese characters?
