It would probably be possible to make a kind of wishlist for places to add. Then you would be able to find the more popular places and add them.
For instance: I just added a report on Airlie Beach. It's a small town, but famous in the backpacker community. I would imagine more people would want to write their report on Airlie Beach.
If it was possible to add the township Airlie Beach as an extra field on the report you would have been able to classify this later.

Every asset in this company gets listed by a classification process and then every document on this asset can be classified against an asset... in a way you do the same... Hi.
I was uploading photos with the old system and have first some comments on that one.
- I know easily which country the photo is from. and the province. and even the topic. but then I have several photos rather similar and I am getting confused over which photo to upload. I propose: FIRST select the photo for uploading, THEN describe its characteristics. Having a thumbnail available while you do that would be really the smoothest.
- I noticed that by selecting a province lacking mountains, that option disappeard (smart!) but then I had to specify "beach" further, and the only option was "Finnstranden". In principle, having only one choice is not an option! I should be allowed to leave it empty, or type a new one, which would then become available when I submit more photos of the same place!. Also - Finland is a bilingual country but I as the most am finnish-speaking and feel very strange when my province choices suddenly become swedish....
I guess I am advocating for your future ideas pot that you allow dynamic input of locations - if the particular option is not available, one should be able to type in (none) or something new.
I also tried the new upload. it reported the same "not found" for my entry "Helsinki" and I ended up doing it the old way, which works but is a bit cumbersome. Having all, or at least more of the options there visible at the same time would, in my opinion, enhance the usability of photo annotation and uploading. Country (pick from list is ok). and the photo theme or whatever with radio buttons, using them whenever possible.
this site has improved in leaps and bounds since it started, congratulations! I still advocate making upload processes as much one page processes as possible and not having them dictated by the structure of the database, rather how users think about the context and content they are uploading....
