In the past, Constanta was called Tomis, the greek name to the port that used for trading wine, oil and some foods in exchange for some goods from the Balcans. As in any port or trading point, there has always existed a place for relaxing and leisure.

Although this a recent cassino (nowadays closed), it's the modern building to the evolution of the small locals used with the same purpose.
