The bluffs were named after Scarborough, England by Elizabeth Simcoe, the wife of John Graves Simcoe, the first lieutenant governor of Upper Canada. The bluffs along Scarborough's Lake Ontario shores reminded her of the limestone cliffs in Scarborough, England.
