Melilla - Spain The two eagles symbolize the Habsburg Empire (one head looks to Europe and the other one to America). The Toison de Oro (or Golden Fleece, based on The Most Noble Order of the Garter, founded in the medieval England) is a chivalry order founded in the XV century by a Duke of Burgundy. Our present King, Juan Carlos I, is a Knight of this Order.
