Sometimes when I rate pictures, it tells me that I'm upgrading this picture. It does look like a good picture but the person in front rated it lower than it should have. There needs to be a way so either I can rate it to whatever I think it should be, or maybe they shouldn't rate it so low the first time. It's not bad to rate it high because it's good. Whoever rated it that low must have a grudge against pictures. --- Wunderkind

Would it be a good idea that if we underrate or overrate we cannot do this anonymously and will always have to fill in our comments and tell why we rate the photo this way.
Or another solution photos can onlt be rated together with comments.

This would mean, that if we vote 5 or 1 star, a comment would be mandatory.
I don't know whether this would be a good idea, I for instance have been blamed for giving my views, when I gave lower ratings and therefore now refrain from commenting on those. I am here on GLOBO for fun so I only give positive comments and keep the negative for miself (mostly).
A mandatory comment for every rated picture is hindering more votes, the most important thing about voting on pictures, is that more people vote! Having a mandatory comment means less votes...

Now that I see the picutre I can advise you on why somebody might have rated this picture with only one or two stars.
I know that some among us are not fond of sunsets for various resons and therefore apply quite strict ratings. Some of the reasons: most of the sunset pictures could be taken anywhere, they are not in focus, there is not much discernible other than the sun, they tend to get boring after seeing dozens of them
In this particular picture we find some nice colors and a nice compostition with the sun just off center. And the faint silhouette of a mountain range with a black foreground.
According to our rating guide lines this picture surely qualifies for 3 stars, I don't think it's worth 4 because its good but not great I'm missing clarity or more subject, more details of the place it was taken. It has a good title however (sort of a word play) It's a good picture therefore 3 stars.
As explained in the rating guidelines somebody might have deduced one or two stars because the found the picture not creative or original enough.
I find now that voting *** was ok for this picture, this would always have been possible even when the first vote would have been only *. If you wanted to vote higher in order to lift the overall vote this would be a fraud upgrade because you tried to give more value to your vote ;-) (or help the picture find the in your eyes correct average vote)
The system which hindered you was to prevent such votes and let only the mass of votes decide.

Ethan has found the one small problem with the rating system all us adults have missed or forgot about. When one identifies the problem, the solution is very easy!
It is the first few ratings and particularly the FIRST rating that is so important. The solution therefore is to get three or best 6 moderators to rate EVERYTHING and as quickly as possible once the picture is uploaded. The moderators will never rate the same but I expect within a star or two of each other. Once the picture reaches an average of say 1,5 or 4,5 any member rating outside TWO of the average must either be wrong or rate the best he/she can (must?) leave a COMMENT why the picture should be up or down-graded. Members following will read the comments and then judge for themselves how to rate best. The picture will then soon reach itz REAL democratic average and most members will be happy and the phantom rating defeated!
Also, if only MORE members would rate, the average from say 20 members cann't be wrong?

Since it's probably critiqued by the expert of pictures around here, I can say that I might have overrated it. I am fond of sunsets too. And the idea of the moderators rating it pronto is a good idea. The comments and rating can serve as a basis for rating a picture.

You would have rated higher than others and that would be perfectly ok. Because this is your personal view! And nobody has the right to deny you the right to have a personal view.
The abuse/fraut protection was installed because there were people that tried to lift the overall o rating. Or even worse to punish people for their activity in the community. It happened that some people gave poor ratings to people who criticised their work or their style or simply because they had better ratings in general. And there were people who had double accounts just to vote high on their personal pictures, these are the reasons that we now are a bit hindered to express our personal views.
So whenever you now encounter a fraud up or downgrade message don't worry and get it the highest or lowest possible vote :-)

P.S. Thank you for suggesting that I might be an expert on photography, but I'm far from being an expert. It's just so that I am expressing my thoughts and feelings quite directly and therefore sometimes might sound like an expert :-)
