Generally speaking people in Zanzibar don't like their picture being taken.
I started speaking to people and when I had established a rapport I asked if I could take their picture and promised to send it to them.
When people indicated that they did not want their picture I did not show any disappointment but gave them a picture of myself and my family. Often they agreed to have their picture taken after all.
