you shot these pics in the late night with dark black sky. another possibility could be the earlier shot at late dusk, when sky is dark blue. (blue hour)

You could try to add more exposure time plus a later reduction of resolution e.g. from tiff/raw to jpg gives you back some sharpness, but you sacrifice pixels.
If you have the pic on your computer and no chance for more shots you could try to save three versions with different brightness settings and put them back together with an HDR software. The advantage is that all pics match. The tradeoff is increased noise, like in: http://www.globosapiens.net/joe_schmidt/picture-sunset-on-mayreau-32114.html
(scanned from film, then saved three times and put togehter again. Such there are some waves visible in front of the ship. Just to try it.)
