This is located at the Summer Palace because the Emperor had phone lines installed specifically to help run the defence of China from foerign invaders, turning the Summer Palace into China's military command centre. This was spurred by the lack of ability to communicate with Chinese forces during Western intervention in the Boxer Rebellion.
